This case is presently before the Court on a petition for writ of habeas corpus filed pursuant to 28 U.S.C. § 2254. The petitioner, Jesse Steven Collins, is an inmate at the Indiana State Prison, Michigan City, Indiana, where he is currently serving a sentence of two years for attempted theft and thirty years for being an habitual offender.
