Harold Miller sued the City of Mission, Kansas (City), its former mayor, and several former City council members under 42 U.S.C. § 1983 (1976).1 Miller claimed that defendants' termination of his employment as assistant police chief deprived him of liberty and property interests in violation of the Fourteenth Amendment.
