Donald Wayne Taylor and Betty Jo Taylor, great uncle and great aunt of Mark Hill, sought to adopt him without the consent of his natural parents, Mark Allen Hill and Carlene Hill, relying on Ark.Stat.Ann. § 56-207 (Supp.1981) which provides in pertinent part as follows:

(a) Consent to adoption is not required of: ..., (2) a parent of a child in the custody of another, if the parent for a period of at least one year has failed significantly...
