This appeal contests an award of attorney's fees pursuant to the Civil Rights Attorney's Fees Awards Act of 1976 ("Fees Act"), 42 U.S.C. § 1988 (1980), and The Revenue Sharing Act, 31 U.S.C. 1244 (1976), made by the United States District Court for the Middle District of Florida. A discrimination action was filed against the City of Tarpon Springs in 1977 and voluntarily dismissed in 1981. The discrimination question was never litigated nor compromised...
