The West Virginia Department of Motor Vehicles Commissioner appeals two Logan County Circuit Court decisions reversing rulings by the now defunct License Certificate Appeal Board of the West Virginia Department of Motor Vehicles1 in cases involving Butler's Discount Auto Sales, Inc. and Bob Compton, d/b/a Auto Discount Exchange.
