Palmer, Guardian of Denton Sturdevant, an incompetent, who was under indictment by the Grand Jury of Champaign County for first degree murder of his two minor daughters and has not yet been tried therefor because his incompetency to stand trial still exists, has appealed to this court from an order of the district court, entered after a bench hearing, dismissing his complaint filed under 42 U.S.C. § 1983...
