In July, 1981, the Kennebunk Building Inspector denied Appellant Dionne's request to rebuild, relocate, and enlarge a structure destroyed by fire. Dionne appealed to the Kennebunk Zoning Board of Appeals and that Board reversed the Inspector's decision. Appellees Harringtons, the abutting landowners, appealed the Board's action to the Superior Court, pursuant to M.R.Civ.P., Rule 80B.
