COATS, Judge.

This case raises the issue of whether the state driving while intoxicated statute, AS 28.35.030,1 was enacted in violation of the Alaska Constitution. Specifically, the appellants claim that AS 28.35.030 was enacted2 in violation of article II, section 14, which provides in part:
