The Attorney General, by filing a petition for a writ of mandamus, invokes our original jurisdiction pursuant to Code § 8.01-653,1 seeking adjudication as to the constitutionality of certain provisions of the "Virginia Public Building Authority Act of nineteen hundred eighty-one" (the Act).
