In enacting chapter 349 of the Laws of 1982, the new Loft Law (Multiple Dwelling Law, art 7-C), the Legislature intended to "prevent uncertainty, hardship, and dislocation" of loft dwellers in this city (Multiple Dwelling Law, § 280).
