Kenneth David Billiot (plaintiff) and Marlene Ousley Billiot (defendant) were legally separated on December 12, 1980. Four children were born of their marriage: Chantelle, Michelle, and twins, Sangel and Travis. A prolonged custody battle has been waged for the custody of these children.
