This appeal is from a decision of the Harlan Circuit Court upholding the right of the appellee, Jimmy Blanton, to seek the office of Division Two Representative of the Harlan County Board of Education. The appellant initiated this action in the circuit court, on behalf of himself as a voter and on behalf of all the voters of Divisions Two and Three.
