The Supplemental Security Income Act for the Aged, Blind, and Disabled (Supplemental Security Income Act), 42 U.S.C. §§ 1381 et seq., enacted in 1974, changed eligibility standards for Medicaid recipients. The change threatened to lengthen the Medicaid rolls and place immediate fiscal pressures on the states. To ease these pressures, Congress added § 209(b), 42 U.S.C. § 1396a(a), (f), to the Act.
