Guy J. Bethea, III, was killed in a single-car accident which occurred in East Baton Rouge Parish on Louisiana Highway 946 (Joor Road) at approximately 2:00 a. m. on December 23, 1978. Guy J. Bethea, II, and Barbara Bryant Bethea, parents of decedent, instituted this wrongful death action against the Louisiana Department of Transportation and Development (DOTD) and the Parish of East Baton Rouge.
