Appellant Men Keng Chang is a 53-year-old native of the People's Republic of China and a citizen of Taiwan. He entered the United States on September 8, 1972, as a nonimmigrant visitor authorized to remain for business purposes until December 8, 1973. On March 18, 1974, the Immigration and Naturalization Service ("INS") issued an order for appellant to show cause why he should not be deported as an overstay.
