In these consolidated appeals, we consider the constitutionality of portions of the new Kentucky annexation statute (KRS Chapter 81A [1980]) and we interpret certain of its provisions.

This litigation arose out of the most recent efforts of the City of St. Matthews to annex a commercially developed parcel of land which includes two shopping centers, several office buildings and one apartment complex...
