The Delaware Bureau of Child Support Enforcement (Bureau) as assignee of the rights of a minor child's mother, 13 Del.C. § 504, brought a non-support action against Timothy Cahill, pursuant to the civil enforcement provisions of the Desertion and Support Act, 59 Del.Laws, Ch. 567 (1974), 13 Del.C. §§ 501 and 511. After an evidentiary hearing, the Family Court declared Cahill to be the father of the minor child...
