Plaintiff Ray Wood brought an action for damages and declaratory and injunctive relief under 42 U.S.C. § 1983, alleging that he lost his job as Chief of Police of Frederica, Delaware, through unconstitutional action by Frederica's former mayor, George H. Nashold ("Mayor" or "Nashold"). Wood originally alleged that Nashold and the Town Council of Frederica decided not to renew his contract on the basis of considerations...
