Petitioner while on parole was arrested for an unrelated charge in May of 1981. A violation of parole warrant was executed against the petitioner on June 8, 1981, and at that time he was afforded a notice of violation and waived his right to a preliminary hearing. The petitioner's first scheduled final hearing on July 28, 1981 was adjourned when his parole officer did not appear for the hearing. Petitioner was never actually brought...
