The principal question before us on appeal is whether the District Court of Mesa County erred in failing to adjudicate D. L. E. a dependent and neglected child pursuant to sections 19-1-103(20)(d) and (e), C.R. S.1973 (1978 Repl.Vol. 8). Because of D. L.
