The sole issue raised by this petition for review is whether the National Labor Relations Board properly certified a bargaining unit composed of registered nurses at the Frederick Memorial Hospital. Overruling the hospital's objections to the unit, the Board issued a bargaining order.1 We deny enforcement of the order because we conclude that the Board failed to give due consideration to the congressional directive...
