CEREZO, District Judge.

This is an action brought by plaintiffs, the child and only heir of Isabel Sanz-Cordero, his granduncles and grandparents pursuant to 42 U.S.C. Secs. 1981, 1983, 1985, 1986 and 1988 against the Commonwealth of Puerto Rico and certain of its officers for alleged deprivations of the First, Fourth, Fifth, Sixth, Eighth, Ninth, Thirteenth and Fourteenth amendments to the Constitution of the United States....
