Unanimously reversed, on the law and the facts, the proceeding transferred to this court pursuant to CPLR 7804 (subd [g]), the petition dismissed and the determination of the Commissioner of Motor Vehicles reinstated and confirmed, without costs.

The issue here to be determined is whether there was substantial evidence to support the holding by the commissioner that petitioner, a motor vehicle repair establishment, had violated certain of the commissioner's regulations...
