DAVIS, Judge:

Plaintiff Geoffrey P. Engels is a graduate of the Air Force Academy who entered active duty in the Air Force as a second lieutenant on June 6, 1962. He served continuously and was promoted to permanent captain on June 6, 1969. He was considered for promotion to permanent major twice, in August 1975 and November 1976.
