The petitioner brings this action under 5 U.S.C. § 7703 seeking review of a final decision of the Merit Systems Protection Board (formerly the Civil Service Commission) which ruled that petitioner's former employment as an hourly construction worker for the Tennessee Valley Authority was a "temporary position," and that he was therefore not entitled to restoration under 38 U.S.C. §§ 2021...
