This complex breach of contract case is before us on the parties' exceptions to Trial Judge Schwartz's recommended decision. The plaintiff seeks delay damages resulting from (1) the government's failure timely to complete work it was required to perform and which was related to the plaintiff's work, and (2) the government's unreasonable delays in approving the plaintiff's construction plans.
