This action which was brought pursuant to 42 U.S.C. § 1983, involves Plaintiff Raso's rights under R.I.G.L. § 42-56-25 (1971). That statute sets out certain conditions under which a prisoner incarcerated at the Adult Correctional Institutions can donate blood in exchange for having time deducted from his sentence.
