Appellant contends she was wrongfully discharged from her employment with the Welfare Division of the Department of Human Services ("Welfare"). At the appellant's request, a hearing officer from the Nevada State Personnel Advisory Commission ("PAC") reviewed the circumstances surrounding her dismissal.
