Plaintiff Edwin Almirol brings this action to obtain judicial review of a final decision of the Immigration and Naturalization Service Regional Commissioner denying his application for a waiver of the foreign residence requirement pursuant to § 212(e) of the Immigration and Naturalization Act, 8 U.S.C. 1182(e).
