The issue in this appeal is whether the Circuit Court for Anne Arundel County, sitting in its capacity as the juvenile court, had the inherent power to strike an order entered in a criminal case in the circuit court. We hold today that when the circuit court exercises its powers as a juvenile court, it may exercise only those powers granted to it by statute, and it may not exercise powers it otherwise could exercise if...
