Plaintiff, Free Enterprise Canoe Renters Association of Missouri, instituted this action for the purpose of enjoining the enforcement of a federal regulation which prohibits activities associated with the commercial rental of canoes within the boundaries of the Ozark National Scenic Riverways, unless the businesses obtain a permit from the National Park Services.
