This appeal grows out of a class action for declaratory and injunctive relief against enforcement of certain provisions of Louisiana's Dual Office Holding and Dual Employment Law, Act No. 700 of 1979, La.Rev.Stat.Ann. 42:61-66 (West Supp. 1981).
