When the Department of Environmental Conservation threatened punitive action because of the unsightly and unsanitary condition of its refuse collection station unless remedial steps were undertaken immediately, the Town Board of the Town of Bovina canceled its existing contract for the management of the station and, pursuant to section 103 of the General Municipal Law, advertised for bids for a new station contract.
