Marc D. Montgomery appeals his juvenile court conviction for possession of marijuana, a misdemeanor. On February 6, 1980, two Seattle police officers were patrolling in downtown Seattle. Driving on 4th Avenue between Pike and Pine Streets about 10:50 p.m., the officers heard 15-year-old Marc Montgomery shout obscenities at them.
