The issues in this case arise out of a union representation election held under an NLRB "consent" procedure. That is to say, the election was to be run according to the terms of a Stipulation agreed to by Granite State Minerals (the "Company"), Local 1947, International Longshoremen's Association (the "Union"), and the Board.
