On October 28, 1974, David L. Sinnamon, an employee of the State Department of Correctional Services, was involved in an accident while operating a vehicle in the course of his employment. The vehicle was owned by Albany Truck Rental Service, Inc. (Albany Truck) and leased to the State of New York.
