Claimant, a stationary engineer, was employed by Randlett, Inc., which managed and maintained Central Warehouse, a building owned by the New York State Teachers' Retirement System (hereinafter System). While working at Central Warehouse on January 14, 1980, claimant fell and seriously injured his back.
