This is an appeal from a summary judgment granted Pinehurst Park Royal Convalescent Center, Inc. (Pinehurst) in an action against the Department of Social and Health Services of the State of Washington (DSHS). The sole issue is whether DSHS was required to reimburse Pinehurst for care provided patients who could not be relocated in another facility after Pinehurst lost its state and federal certification.
