The plaintiff, Roland Sirois appeals from a judgment of the Superior Court (Aroostook County), which granted summary judgment to the defendant Town of Frenchville. Plaintiff's action sought to impose liability upon the defendant municipality on either a contract or an estoppel theory for the Town's failure to purchase, maintain and operate a sewage treatment facility.
