This action is brought by the International Brotherhood of Firemen & Oilers (IBFO) against Consolidated Rail Corporation (Conrail) under the Railway Labor Act (RLA), 45 U.S.C. §§ 151 et seq. IBFO claims that Conrail has abolished the positions held by certain laborers it represents and has transferred the work normally done by them to other employees.
