We have consolidated these two petitions, each of which seeks a writ of habeas corpus and the petitioner's release from the Rhode Island Training School for Youth. Each petitioner has been adjudged by the Family Court to be delinquent. Richard's commitment to the training school is the result of his involvement during late October 1980 with the burning of a bulldozer. Frances's adjudication followed a hearing and a finding that...
