STAPLETON, District Judge:

During January and February of 1979, northern New Castle County, Delaware, experienced a rash of armed robberies. This series of crimes was remarkable for the similarities among the offenses: each robbery occurred either on a Tuesday or a Thursday, each was committed by a middle-aged man approximately six feet in height who was well dressed and clean in appearance, and each was committed with the aid of a small caliber...
