James S. Bartelle appeals from the decision of the Benefits Review Board denying him disability benefits under the Longshoremen's and Harbor Workers' Compensation Act, 33 U.S.C. § 901 et seq. (1978). After hearing the evidence, the Administrative Law Judge held that no work-related accident occurred and that Bartelle suffered no injury as defined by the Act.
