In May, 1979, petitioner applied for a Tuition Assistance Program (TAP) award for the academic year 1979-1980. Claiming financial independence, she did not include her parents' income. Respondent replied by sending her a financial independence supplement (FIS) form, which petitioner returned uncompleted with a letter stating that it did not apply to her because she was married.
