This is an action by the Islamic Republic of Iran (the Government of Iran), against Ashraf Pahlavi, the sister of the late Mohammed Reza Pahlavi, formerly the Shah of Iran. As the Shah, Pahlavi was the head of the government of the Empire of Iran.
