In this consolidated appeal, the petitioner, Bruno Bellucci (Petitioner), appeals from three orders of the State Horse Racing Commission (Commission), an independent administrative commission charged with the regulation of all pari-mutuel thoroughbred horse racing activities in Pennsylvania.
