Tolson, was charged with two misdemeanors, possession of heroin in violation of the Uniform Narcotics Act, D.C.Code 1973, § 33-402, and violation of the Bail Reform Act, D.C.Code 1973, § 23-1327. She pled guilty to both charges and was committed for a 60-day evaluation to determine whether she should be sentenced under the Federal Youth Corrections Act (FYCA), 18 U.S.C. §§ 5005-5026.
