OPINION BY JUDGE ROGERS, July 26, 1982:

The Director of the City of Pittsburgh's Department of Personnel and Civil Service Commission (Department) dismissed Karen Duncan and David Forthuber (appellees) from their positions of employment with the Department. After hearings, the Department of Personnel and Civil Service Commission Appeals Board modified the director's orders to provide for suspensions only — Duncan for sixty days and Forthuber for thirty.
