In 1977, petitioner Ramon Ramos Lugo was convicted of first-degree murder in the Superior Court of Puerto Rico. Petitioner here appeals the district court's denial of his petition for a writ of habeas corpus, 28 U.S.C. § 2254. He alleges (a) that the Government violated his right to due process by suppressing certain evidence favorable to him, (b) that, on appeal, he was entitled to a complete transcript of the oral evidence...
