This matter is before this court on cross motions for summary judgment. The motions turn on the interpretation of the "arises out of the maintenance or use of motor vehicle" language of the Pennsylvania No-fault Motor Vehicle Insurance Act. 40 Pa. C.S. §1009.301(a).
